Mohammed Nowkhim
International Affairs/Director
Mohammed Nowkhim is a proud Rohingya youth, human rights advocate, and human rights defender. Since 2017, he has dedicated his life to amplifying the voices of the Rohingya people and advocating for justice, dignity, and peace for displaced communities worldwide. Following the tragic events that forced him to flee his homeland, he found refuge in Bangladesh, where he became deeply involved in grassroots activism. He currently serves as International Affairs Director for the Arakan Rohingya Society for Peace & Human Rights (ARSPHR), an organization founded in November 2017 within the world’s largest Rohingya refugee camp in Cox’s Bazar, Bangladesh. ARSPHR was established by and for Rohingya refugees, with a mission to promote peaceful coexistence, human rights education, and community empowerment. His advocacy journey began in the aftermath of displacement, driven by a profound sense of responsibility to speak out for his people. Over the years, he has represented the Rohingya community on international platforms, sharing their stories and calling for global solidarity.
Hashmat Ullah
Administrative & Technical Support Officer
Hashmat Ullah is a dedicated Rohingya youth leader and human rights advocate committed to advancing justice, accountability, and dignity for his community. He is the son of the late Mohib Ullah, a prominent Rohingya leader who was tragically assassinated in 2021 for his peaceful advocacy on behalf of the Rohingya people. Following his father’s assassination, Hashmat Ullah joined the Arakan Rohingya Society for Peace & Human Rights (ARSPHR), carrying forward the legacy of courage, resilience, and peaceful activism that defined his father’s work. Guided by the mandate and principles of ARSPHR, he has remained steadfast in promoting human rights, community empowerment, and nonviolent advocacy for Rohingya refugees. Currently serving as the Administrative and Technical Support Officer, Hashmat plays a vital role in strengthening organizational coordination, operational efficiency, and technical documentation. His work ensures that community initiatives are effectively organized and that advocacy efforts are communicated clearly and professionally. Deeply committed to the future of his people, Hashmat aims to elevate Rohingya voices to the global stage, advocating for justice, accountability, and sustainable solutions for displaced communities. Through his dedication and perseverance, he continues to honor his father’s legacy while shaping a new generation of leadership within the Rohingya community.

Central Executive Committee (CEC)
The Central Executive Committee (CEC) of the Arakan Rohingya Society for Peace & Human Rights (ARSPH) serves as the primary body responsible for coordinating and overseeing local operational and strategic activities across the camps. Comprising 11 members, including three township representatives who serve as Executive Directors. The committee functions under the guidance of the Chairman, Vice‑Chairman, and Board Members to ensure effective implementation of organizational directives. Leadership is shared through a tri‑township structure in which the Executive Directors collectively guide decision‑making, facilitate meetings, and represent the committee externally while maintaining equal authority. The CEC works collaboratively to manage projects, support operations, and uphold consistent governance within the camps.
